Press - NEWS: Global Internet Governance Forum 2013 Bali will definitely go ahead

Jakarta, Indonesia – Today a letter was sent to the United Nations (UNDESA) from the Indonesian Ministry of Communications and Information Technology (MCIT) confirming that Host Country Agreement is agreed in principle and will be signed formally by 20 August 2013 after the end of the major Indonesian National Holiday of Idul Fitri.

The Indonesian Internet Governance Forum (ID-IGF) met yesterday with MCIT Minister Tifatul Sembiring who confirmed his commitment to and support for IGF 2013 Bali. Andi Budimansyah (Chairman – Indonesia cc-TLD PANDI) commented, “As we had reported to MCIT Minister yesterday, we are happy to share that the ID-IGF Multi-Stakeholder Organizing Committee’s preparations are in place, and we look forward to welcoming the world to Bali. The letter sent today gives us a clear mandate to continue all preparations needed for a successful meeting of 2500 global delegates in Bali.”

Ashwin Sasongko (Director General of MCIT) stated, “Indonesia is a regional leader in the information and digital society. We invite the global internet leaders to join us in Bali to discuss relevant issues in cyber space especially matters concerning global ethical principles that we all share, to achieve a safer cyber space for all.”

From civil society’s representative, Shita Laksmi (Deputy Chair of ID-IGF and also from HIVOS) said: “The active Indonesian Internet civil society invites the global civil society to join us in Bali in relevant debates and dialogue that matter to all internet users. It is really important for better transparent and accountable Internet governance, globally.”

Chengetai Masango of the IGF Secretariat expressed his confidence that the ID-IGF Multi-Stakeholder Organizing Committee is well-positioned and prepared to host the Global IGF in Bali this October.

INTERNET SOCIETY ANNOUNCES ASIA PACIFIC SELECTED FOR 2014 EVENT

NOMINATIONS OPEN OCTOBER 1, 2013

[Berlin, Germany – 05 August 2013] The Internet Hall of Fame continued its important mission of recognizing and honoring Internet visionaries, innovators, and entrepreneurs from around the world at this year's induction ceremony in Berlin, Germany on August 3rd. The ceremony celebrated the 32 new Internet Hall of Fame inductees, announced on June 26, 2013, for their landmark achievements and contributions to the Internet's open development and growth.

The Internet Society has established an annual global rotational schedule for the Internet Hall of Fame event. During the ceremony in Berlin, the Internet Society announced Asia Pacific as the region for the 2014 Internet Hall of Fame event. Latin America has been selected for 2015, followed by Africa in 2016, and North America in 2017.

"During its first two years, the Internet Hall of Fame has recognized an impressive and diverse set of Internet pioneers and leaders," commented Internet Society President and CEO Lynn St. Amour. "I commend the Advisory Board for their excellent and wide-ranging selections. It is inspiring to recall and celebrate the achievements of individuals who were so instrumental in building and shaping the Internet that we know and enjoy today, and I am very happy the Internet Society is able to facilitate this recognition."

The Internet Society also announced that nominations for the third annual Internet Hall of Fame will be accepted starting October 1, 2013. Open to the public, nominations will be accepted until October 31, 2013. ISOC - News: Internet Society Launches Questionnaire on Multistakeholder Participation in Internet Governance

The Internet Society today announced the launch of a survey to gain greater insights into multistakeholder governance perceptions and processes at all levels — national, regional, and international. The questionnaire is open to all interested participants and is available until 30 September 2013.

The survey is one component of the Internet Society's broader initiative focused on the open and sustainable Internet. While the Internet has proven its success from economic, development, technological, and societal perspectives, its continued growth as a multistakeholder platform cannot be taken for granted. The Internet Society strongly believes that to ensure a sustainable Internet, the Internet must maintain its core characteristics of open, global and interoperable technical standards for innovation; open access and freedom of expression for all users; openness for business and economic progress; based on a collaborative, inclusive, multistakeholder governance model.

"The open Internet is challenged on many fronts and from many directions. There are attempts to change the very nature of the Internet to address policy problems in areas such as digital content, human rights, privacy, surveillance, and security," said Markus Kummer, Vice President of Public Policy, Internet Society. "As technology evolves, as more people come online, as business models shift, and as policy priorities change, the Internet also evolves. These changes will have tremendous implications for the overall sustainability of the open Internet ecosystem. The inclusion of all stakeholders as participants in the Internet's evolution — this is what we call the multistakeholder governance process — is essential."

The Internet Society questionnaire will gather information on the different practices and understandings of multistakeholder governance. Survey data will be used in publications on the evolution of multistakeholder participation and the Internet Society will incorporate the survey feedback into its preparations for upcoming Internet governance discussions, including the 2013 Internet Governance Forum (IGF), the 2014 ITU World Telecommunication Development Conference (WTDC), and the World Summit on the Information Society Review (WSIS+10). A subsequent phase of the Open and Sustainable Internet initiative will include a call for research papers based on the survey data and engagements to promote the value of open Internet governance.

In addition to collecting valuable insights and perspectives, the questionnaire is designed to serve as an informational guide on Internet governance. Constance Bommelaer, Internet Society Senior Director of Global Policy Partnerships, added, "The questions provide background information on key topics, and interactive links enable respondents to learn more about how the Internet works. We hope this survey will empower and encourage participants to engage in the multistakeholder dialogue and let their voices be heard."

NEWS: Global Coalition States Principles to Protect Human Rights from Surveillance

For some time now there has been a need to update understandings of existing human rights law to reflect modern surveillance technologies and techniques. Nothing could demonstrate the urgency of this situation more than the recent revelationsconfirming the mass surveillance of innocent individuals around the world. 

To move toward that goal, today we’re pleased to announce the launch of the International Principles on the Application of Human Rights to Communications Surveillance. The thirteen principles articulate what international human rights law – which binds every country across the globe – require of governments conducting surveillance in the digital age. They speak to a growing global consensus that modern surveillance has gone too far and needs to be restrained. They also give benchmarks that people around the world can use to evaluate and push for changes in their own legal systems.

The product of over a year of consultation among civil society, privacy and technology experts(read here, here, here and here), the principles have already been co-signed by over hundred organisations from around the world. The process was led by Privacy International, Access, and the Electronic Frontier Foundation.

The principles can be found in full at necessaryandproportionate.org. They include requirements that surveillance law ensure all interceptions  be  legal, and for a legitimate purpose; necessary,  proportionate and adequate; be overseen by a competent judicial authority; include transparency, user notifications, public oversight and due process, protect the integrity of communication systems, and include human rights safeguards against illegitimate access and the misuse of co-operation procedures between States.

The release of the principles comes on the heels of a landmark report from the United Nations Special Rapporteur on the right to Freedom of Opinion and Expression, which details the widespread use of state surveillance of communications, stating that such surveillance severely undermines citizens’ ability to enjoy a private life, freely express themselves and enjoy their other fundamental human rights. And recently, the UN High Commissioner for Human Rights, Nivay Pillay, emphasised the importance of applying human right standards and democratic safeguards to surveillance and law enforcement activities.

“While concerns about national security and criminal activity may justify the exceptional and narrowly-tailored use of surveillance programmes, surveillance without adequate safeguards to protect the right to privacy actually risk impacting negatively on the enjoyment of human rights and fundamental freedoms”. 

Over the next year and beyond, groups around the world will be using them to advocate for changes in how present laws are interpreted and how new laws are crafted.
